Gap in sill below threshold.

So my exterior kitchen door has leaked air since we bought the place. I pulled off the threshold to replace it and found a huge gap between the cement sill and flooring. This is where I should screw down a new threshold.
Any thoughts on how to proceed? Cannot explain it well, but cannot attach photo.
