OUT OF PLUMB LEDGER ATTACHMENT

WHEN I ATTACH MY LEDGER BOARD TO MY FOUNDATION FOR A GROUND LEVEL DECK....THE LEDGER WILL NOT BE PLUMB BECAUSE THE FOUNDATION IS NOT PERFECTLY PLUMB....THIS WILL LEAVE A GAP OF 1" BETWEEN THE TOP OF THE LEDGER AND THE FOUNDATION...SHOULD I GO AHEAD AND ATTACH IT SOLIDLY ..THEN ANGLE CUT THE JOISTS SO THEY SLIDE INTO THE HANGERS AND ARE LEVEL.....OR SHOULD I SHIM THE LEDGER BOARD??

Might be easier to make the deck freestanding and simply cantalever a foot or so at the house edge so that the deck boards can start about an inch from the foundation.
