removing old stain and cabot stain that is chipping coming loose.

I have a wood deck with stain and cabot coating. it is coming off, peeling, and flaking. I was wondering the easiest way to remove the peeling coating and stain , put on a new surface. thanks

What type of coating is on there now and what do you intend to recoat with? semi-transparent or solid stain?

I generally wash the deck and go from there as that often removes the majority of the loose stain.

Solid stain?
I often use my pressure washer, then sand before refinishing.
