Outside chair has some scratch

My outside chair has some scratches Is it flat black? Can I use the flat black pen to cove it? or What do you suggest

That would work for a temporary fix. Flat black can be difficult to touch up. I'd sand and repaint that particular piece/section.

\I don't know that I've ever seen a flat color used for outdoor furniture but who knows.

Touching up is not going to hurt anything and will at least help it from rusting, how the finish looks is another topic as noted!

It would be more likely for it to be a satin black. .... maybe faded enough to make it look flat.
