Thank you, marksr! It may seem like a small project to some, but I find it very intimidating! I just want to do it right, so it lasts! Do they make any type of sealant that should go on, after I paint it?

As long as you use a porch and deck enamel you don't need to top coat it with anything else. The P&D enamel is formulated to withstand the wear. If you were to strip off 95% or more of the paint I'd recommend using a concrete stain [not an acid stain] They will wear away but aren't as slick when wet and requires little prep when it's time to recoat.

One more question;
I need to remove the porch railing, there is old carpet beneath it, and I am debating on replacing it altogether.
Can I use the existing holes when I replace the flanges? Do I need to do any preparation so I get a solid hold?, or do I need to move their location altogether, which would really mess with my OCD?

I suspect if you remove the railing the old holes won't hold tight as is. I'm not overly familiar with bolting stuff to concrete, not sure if using a filler would be enough to resecure the screws or not. A bigger screw might be an option if it will go thru the bracket. Hopefully some of the others will have better suggestions. I'd only move the railing if it would work better in a different location.

If the carpet is on the same slab and it was glued down that is going to be another area that will need to be prepped correctly before painting,. Removal of all the old adhesive will need to take place!
