Does this balcony require supports?

Does this balcony require supports?

Here's a couple of shots of the beams that run through my house to the outside of the house supporting an upper level balcony. Total run on these "should" be about 4x10x20 (cedar I'm guessing but don't know). Anyway my neighbor is trying to convince me I need to install supports for the balcony. I'm skeptical for a few reasons:
  • That balcony has been there since 1972 with no issues
  • I checked the level and there's zero sag it's still level 46 years later
  • I'm highly skeptical that they cut the beams inside the wall splitting the run at 15 feet then 5 feet exterior for a balcony (it wasn't a later addon either) because that makes zero structural sense.

Opinions?
