Cracked precast stairs

I have cracked cement precast stairs in my front entrance. Not sure how to fix them. I have called in the past to keep the water out. They have been cracked for over 25 years and never get any worse. I have also tried cement in the crack but it falls through in some places and barely does anything in others. Thank for your help.

Couple of possibilities. Since the stairs and crack seem to stable and not getting worse , a patch seems to be the cheapest and easiest to fix this. Using backer rod inserted into the crack, try hydraulic cement such as Fast Plug, or an epoxy cement patch filler such as SIKA. Even ordinary cement patch can work, but you need the backer rod inserted to prevent the patch from falling through. Insert the foam backer rod as deep as possible into the crack so that at least 1/2 " is left to fill with patch. Your biggest enemy will be winter snow and ice. A sealer will help reduce future damage. It should last several years before a re-do is needed.
