free standing deck

I have been trying to design a 10 by 12 deck for my minihome. I want to build it free standing, but when i try to design it i am bombarded with contradicting advise as to which way is safer to set up my beams and how the joists are to be attached. Which is better attaching the beams on top of the 4x4 posts or on the sides? and should I attach the joists on top of the beams or along the sides using joist hangars? I know this is a lot to digest but i'm at my whits end.

if you plan on extending the 4x4 posts through the deck to use as railing supports simply bolt the rim joists to it using 3/8 bolts
attatch joists to rim joists with USP type hangers
if you are using the 4x4 to support a 2x header type material the joists will sit on top of the beam and be secured with toenailing and or hurrican clips or angle ties
not the one is better or worse just depends on railing needs and design
