Deck over disaster

Hi there, I'm new here so I hope I can get some much needed help. We used deck over on our deck 2 years ago and it immediately started blistering and peeling. So we had a guy come and pressure wash which took off all of the loose stuff. He said the rest was like glue. So we decided to sand it off. It won't sand off either. What other options do we have? Anyone else use it and was there problems? How did you fix yours?

Check online - lots of horror stories with this stuff. Best to replace the boards.

Sorry, I know this was not the answer you came looking to find.
