Deck Framing Question

I have a 12 x 28' deck made with 2x10 framing and 2x6 decking. I am planning to resurface it with Fiberon Paramount PVC decking. They recommend joist 12" OC. Currently my joist are 24" OC and run vertically from the house and my deck boards running horizontally with the 28' length requiring several butt joints.

I would like my new decking to run vertically on the 12' run. This would allow it to not have butt joints.

I was wondering if I add blocking between the joist that are 24" OC and stagger the blocking between the joist 12" OC, would this make a strong frame to run all the decking vertically?

Personally I would not stagger the blocking. You will want it all straight as an arrow.
But yes, if you put blocking on 12" centers that would accomplish what you want. Just be sure you cut them nice and tight.
