I have a 10 x25 deck over a concrete patio and would like to close in the bottom and stop rain from coming to bottom deck/patio any suggestions?

How about putting an aluminum flat-pan patio cover under the deck? You would only lose about 3" of head clearance at the side attached to the house and about 6" at the side away from the house, and you would never have to worry about it leaking. If you wanted to enclose it with a wall system, that could be done too. But use a wall system that will allow you to keep it 65% open so it remains a patio room, NOT habitable, conditioned space.

There are 3 (I think) different manufacturers of deck waterproofing that fits between the joists. One is called Dry-below. I priced them for a 12x20 deck, cheapest was about $500. Looked very easy to install, but I've never put any in.
