Ledger board

We're replacing the floor boards and railing on our existing deck. We are hoping to reuse the ledger board that is currently installed. It's very solid -- (we didn't install it, whoever owned our house previously had).

Based on what I know about securing ledger boards, it doesn't seem to have the bolts in the correct spots. Can we just add additional ones?

We can not see your house so all we can do is guess whether or not you can add bolts. In most cases I would say it would be good to do so. How you will do that depends on how your house is constructed. Hopefully it's as simple as drilling the holes and installing bolts.
