Stairs Basement Bulkhead

Stairs Basement Bulkhead
I need to replace the stairs coming out of the bulkhead entry from my basement and I dont know how to proceed because its a weird dimension. Unfortunately there are no stairs there now to just copy, so I dont know how it was originally setup.
I need to rise out 54" to the top of the bulkhead doors. Theres a entry door down below with a drain in front of it. The run would also be approx 54" from the back wall. So approx 5'x5'.
I was hoping to use precut stringers as I dont feel confident I would succeed in cutting them myself. However 7"/11" rise run is not going to work here... unless I flip over a precut 5 stair stringer!!! That would be a poor idea correct?
So do I have to resort to putting in a ladder here or can I get away with something else?
