Armour stone steps and porch

Our front steps and porch are made from armour stone.

the joints are filled with small pebbles. The pebbles continue to come loose and make a mess. Washing the stone from dust and dirt also causes the pebbles to come loose. Its like walking or marbles.

any other methods to fill the joints? Cement? Polymeric sand? Limestone ?

Cement, no, polymeric sand, maybe. But it the stones are lose, unlike pavers that are locked in, then the sand will shift and break up and you will be right back to where you are!

Armour stone is natural quarry stone, chosen for its durability and resistance to wear and erosion. Traditionally, Armour stone is quarried by drilling and blasting, so its final size, shape and quantity could not be guaranteed.

A friend of mine who is a landscape architect suggests using mortar or pre-mixed exterior grout.
