Grade of my property??

Sorry if I posted this in the wrong forum. Our house sits on a slightly lower lot than one of my neighbors, and he is improving his property. What sort of person would I contact for filling the property around my house so it would drain correctly.
he is raising the lot next to me, I don't think he means me any harm, but.

For larger work you'd want a grading (earth moving) contractor but for smaller work a landscaper might be able to do it.

Also many jurisdictions prohibit changing the grade of your property where it causes run off to negatively impact the neighboring property. Something you might want to look into.

The sad thing is, our neighbor behind us concreted her whole back yard and everything, rain, that runs off of her roof goes directly to my yard. I have a heck of a time trying to keep water out of my basement.
