Exclamation Outdoor cement deck FAIL

Hey Everyone, name is JC and I am in Rhode Island. A couple years back, we bought our first house. The outside 21 foot x 20 foot deck is topped with about a 3 thick slab of cement. It was uneven and looked terrible, so we decided to sand it down about ⅛ and repainted it. It was tough work and took about 3 weeks to get that all done. A year later, it looks terrible and on top of that, this year it started leaking through to the room below. We most likely are going to have to rip up the cement entirely. I am looking for suggestions as to how to rip off the cement and what I should do with it afterwards. Thx in advance. See pictures below.

Rent a saw and cut it up like a grid, into manageable sized pieces. Then look into redecking it and have a fiberglass mat surface put on. Use a company that has experience with fiberglass decks.
