Recommended height for a chair rail

What is the recommended height to place a chair rail in a powder room, I would like to put a painted wood rail (2-3 ")on the walls which are not tiled and possibly do rag painting or wainscotting below, my pedistal sink height is about 34 1/2"

I believe 36" is considered standard, but you can really just put it wherever you think it looks good.

Dynagirl is correct. Chair rail is traditionally put at 36" from the floor, but placement is really up to the esthetic snse of the home owner. I've seen it placed anywhere from 30" to 40" from the floor - the latter being in a room with a 9 foot ceiling.
