Cool Tub Caulking?

Hi,
I just bought a three family home as an investment.The first floor has a 4x4 tile surround in the tub/shower.Where it meets the tub,some areas look as though they need attention,and there is heavy mildew,etc.The tenant says it won't come clean?
Can I just use a tub,bath caulk (white) over this mildew area?
What do you feel is the best white bath tub caulk,wich also fights mildew stains.I prefer not to use silicone?I find the silconized acrilic latex works good in most caulks.What brands are the best.
Can I just go over that stained grout around the tub?Thanks.

I would recommend that you cut out at least some of the mildewed old caulk so you can get some thickness to the new caulk. I personally would not use anything but mildew-resistant silicone; it's what all the caulking manufacturers recommend as the best caulk for this application. Sorry.
