Question bathtub drain leak

Our whirlpool tub (2nd floor) leaks (only when we use it as a tub - taking a shower does not appear to leak). Believe it is leaking when we pull the plug to drain - it has ruined the ceiling underneath on the1st floor - however, we cannot find the leak - have taken the access panel off and the whirlpool jets/pipes are not leaking which is why we think it is in the drain - the part of the pipes that we can see do not appear to have any leakage - any ideas aside from pulling up the floor?

Why pull up the floor? Has it damaged the floor? You said it has ruined the ceiling below it. Removing the damaged ceiling will allow you access to the drain so you can find the leak, and you are going to have to repair the ceiling anyway.
