stall shower joint grouting

Should I use dry grout followed by clear silicone sealer, or white tub caulking
to seal off the joint where the wall tiles meet the shower pan? There seems to be old
flexible sealer in there, which I am digging out. Someone else has suggested using the
waterproof cement we used for basement leaks.

I would use the grout then the sealer. But before doing that be sure that all the old clear coating used prior is gone. I use a 3m product silicone/wax/adhesive remover. Then wipe it down with some denatured alchohol so that you have a surface that is clean,dry, and dull. Then apply the grout and sealer.
