If the fill valve in the toilet has a float ball: turn screw clockwise to lower water on top of fill valve.

If the fill valve in the toilet has a moving canister on a rod: Adjust metal clip down on rod to keep canister from raising. Fluidmaster 400A is what I am talking about.

if you mean to use less water...just fill an old pickle jar full of water and set it in...it will force the water level up so you use less water with every flush.

Toilet running

Thanks to all of you for your help. Nothing I did worked so ended up calling a plumber who had to install new insides to tank - fluidmaster.
