Question Unknown second sealant? What to do?

I am trying to recaulk the bath tub and started to peel away at what I thought was caulking at the bottom of the tub to reveal that the top layer is some clear (but now really filthy) plasticy goop that went over the caulking. The caulking below is pure white and hard. So I'm thinking the caulking itself is still in good shape.

My questions are:
1. What is the clear stuff that went over the caulking?
2. Once I clear away the clear stuff, should I just put this mystery clear plasticy goop thing back over the caulking or redo the caulking?

I vote for the clear silicon caulk put over "normal" caulk available years ago.

I'd remove both/all and re-caulk with whatever you care to use.

Joneq ran into something like this. This stuff is very hard to remove, I never got it out. you said it was looking pretty good. I would just go right over it, or just leave it as is as long as it is doing the job. I don't see any reason to take it out. You could scratch or damage the tub in the process. If you want to put some protection over it I would suggest you find something a little easier to remove than silicone maybe Phenoseal clear.

Yes, it is very hard. I like your suggestion since it means less work for me!
