No dry vent below waste

I am doing a new bathroom my second floor. On the work permit the approver wrote "no dry vent's below the waste". I don't know what it means. Could you please explain me what it means?

Thanks a bunch!

You wrote "the approver". Has this bathroom passed final inspection. Since the permit if for the new second floor bathroom it seems a little confusing to me to see how you could actually have a "dry" vent in the new bathroom[second floor] that is below the waste. It would cease to be a dry vent. Is this bathroom being put over an existing bathroom, tying into existing plumbing, or is a being plumbed all new. Usually you can't dry vent at less than 6" above the over flow of the highest fixture usually the sink. Does no dry vents below the waste refer to future work that may not ever happen on the first floor. Joneq is confused again.
