Installing Ceramic Tile

I want to install ceramic tile in my bathroom, and it has ceramic tile now. I removed the old tile and the cement layer is still there but needs to be leveled. Can I just re-lay tile on top of that cement layer? What would I need to put down before the tile (thinset)???

Smooth things out as best you can, then install new tile with more thinset. Water based adhesives are OK for tile not in the shower area, but do not use in the shower.

When you say "the cement layer is still there", you need to explain this a little better. Is the cement layer just a layer of thinset over drywall or was this a mud job (cement walls)?
