New Valve Stem Still drips

I replaced the hot water valve stem for the bath/tub faucet. I also replaced the valve seat. I wrapped plumber's tape around the thread before replacing. My problems: 1) It has a slow drip. and 2) While the cold water faucet is easy to turn, turning the hot water is very stiff. Thanks for your comments.

I unscrewed the faucet and seat valve and found a small metal piece inside. Seems that this small piece of metal was caught inbetween the valve seat and the rubber washer of the faucet. I removed it. Step 2. I loosened the packing nut on the valve stem and now when I turn the faucent it isn't so stiff.
