Toilet splashing

My mother's toilet is splashing whenver she flushes it. And by splashing, I mean splashing out of the toilet bowl. I heard somewhere that you could fix that by changing the water pressure or water level in the tank. Is that correct and how do I go about doing that?

Splashing on the initial gravity flush or splashing during the recovery/fill portion of the cycle? Or both?

Assuming the toilet has a reservoir.

Is there a "water stop" at the wall or floor below the tank?
Is there a large plastic or copper ball inside the tank?
Does you mouse have a broken leg?
