I've done caulking before, but never had problems until I tried "taping" the area to make a neater bead. It seems that my caulk sticks to the tape more than it does to the tile or tub. Is it the silicon caulk? or the painters tape? Am I pulling it off too soon? or waiting too long?

The tape method only works if you get the caulk to a feather edge over the seam at the tape and pull the tape away at a 45-90 degree angle and away from the caulk joint, not up from the caulk joint. Waiting too long will cause problems too. If the caulk skinned over, it will pull away the skinned over top of the caulk joint and bring along some of the wet caulk under it.
