Hi
When installing new floor [bamboo] and cabinets in the kitchen, are the base cabinets install over the new floor or over the old floor and new floor install around them?

You can go either way. With a tight budget you can save a few bucks by using plywood under the cabinets instead of finish flooring. Just run the flooring an inch or two under the cabinets.
You do not want to install the cabinets lower than the finished flooring because it's likely the dishwasher won't have enough clearance.

Put your floor down first!
It's kinda like tiling. It depends if anything else has already been put over the original floor already and just butted up to the old cabinets and dishwasher. If this is the case, putting more floor above the old will not help. It will only make things worse in the long run. Good luck hope this helps!
