Patch Up Hole on Fiberglass Tub

I am trying to figure out the best way to patch a hole on the bottom of the bathtub. The previous home owner punctured a hole about 2" away from the drain hole, and I really would like to salvage that tub...
Do I need to patch the hole from the crawl space or I can just patch it from the surface. If I patch it from the surface it looks like I need couple of layers of fiber glass, will this leave a pretty big bulge on the surface of the tub?

Can you install a larger drain? If not, maybe some hydraulic cement & some type of patch would work.
