Black Adhesive on floor tearing up Vinyl Flooring

I am trying to replace my flooring in my kitchen and bathrooms. I ripped up the vinyl flooring and the floor still feels sticky. Upon closer inspection, I saw it still have a thin layer of black adhesive. My house was built in 2003 and the flooring is set on slab concrete. My questions are: (1) What is that stuff? and (2) That stuff doesn't contain asbestos does it since the house is somewhat new?

Welcome to the forums.

It's adhesive. With the build date on your house, asbestos is not a concern.

Best to remove this before putting down new flooring. Hot water, a scraper and elbow grease.
