I was wondering... In new construction, does concrete backer board go under a bathtub? What about a shower pan?

Really neither. There would be no need for the cbu under a tub, since there is no tile there. Shower pans are built independently and use a different mix of items, so the cbu isn't necessary.

Thanks. What about if I decide to use one of those acrylic shower pans. And I also decide to set the shower pan in mortar. Shouldn't I have concrete backer board go underneath the mortar and acrylic shower pan?

Normally the rough plumbing is installed before the tile setter shows up on the job and so the fixtures are installed on the subfloor, as they should be. But you have a choice. It's usually not a problem if you install backer board where it's not needed.
