Demo hammer and a tile bit. The wall mud will be much more brittle than the wall block and should chip off.

whats a tile bit
A chisel bit for a demo hammer that is flat and also ground to a point to get under tile and pop them off the wall or floor. Go after the cement wall in strips. Cut a series of 2" channels and then return and run down the strip and take it off a little at a time. Don't go after huge chunks, you need to break it up into smaller pieces first (or strips).
