Cement under shower pan has voids

Cement under shower pan has voids

My contractor has installed a fiberglass (?) pan over cement for my shower replacement. The walls are engineered stone sitting on the Pan. The pan has a void under it. I can feel in "sink" slightly when I walk on it. The contractor says its normal for pre-formed pans to have voids. I have one in my other bathroom that has no voids and is solidly laying on the underlying cement.
Are voids acceptable or will they limit the life of the pan? Any ideas as to a fix?

It should have been set in wet plaster or mortar then the plaster or mortar allowed to set.

Note you don't have a cement floor. You have concrete.

Thanks ray2047. I don't think they assured there was enough mortar under the pan when it was set.
