Quater Round for bathroom

I currently have wood quarter round in my bathroom some of which gets wet and is rotting from the inside where water gets between it and the floor.
I am going to replace it with PVC quarter round but what should I use to seal it to the floor so that no water seeps underneath? I was thinking of putting a thin layer of silicone on the underside before I nail it to the base board. Is this a good idea or should I do something else?

Might help to know what material is on the floor. And base shoe generally looks better than quarter round.

Caulk the tile under the shoe before you put the new in while it is opened up.
