Is a PVC foam mat water absorbent?

My shower is constantly leaking water a few hours after every use, leaving the floor wet until it dries. The litter box is next to it. When the cat walks to the litter box the paws get wet, litter sticks to the paws, when he gets out of the box the litter turns to mud clumps on the floor. I'm looking for a way to keep the litter box mat dry. I found this:

but not sure if PVC foam will work. Anybody know?

That foam has lots of big holes so it should help somewhat. I don't think it will help a lot though. If the shower head is dripping it will keep the area wet though the surface of this mat should dry sooner since it won't let water puddle on top.
