Toilet Cleaner containing bleach

Is it true that white drop-in toilet cleaner (Vanish) containing bleach (the bleach) could disfigured the rubber stopper at the bottom of the tank? This caused the tank to constantly run water into the bowl.

Toilet cleaners in the tank
Toilet cleaners that work in the tank tend to keep tank and bowl clean. They do, however, tend to shorten the life of tank parts, especiall the flapper. Chemicals eat away at the tank parts and eventually cause premature failure, particularly in the flapper. Most toilet manufacturers will not warranty tank parts if toilet cleaners have been used in the tank.
