Toilet flush-->shower temp change

Whenever one of my neighbors in my apartment building flushes the toilet or switches their water on, my shower gets EXTREMELY hot, then very cold. I'm afraid that my child will burn himself. Is there ANY way I can try to ensure a consistent temperature for the shower, short of putting our own hot water supply in the apartment?

Cool

You may try to get the apartment manager to have a pressure balance, anti-scald valve installed, in lieu of a lawsuit for a scalded child.
Be nice with the request, and see what happens. It should not be your responsibility to correct the problem.
