Question toilet not fastened down

help, my husband installed a new waxless toilet ring, there`s no more leak, but we cant seem to fasten down the toilet. there is small notches where the fasten bolts are to go but it keeps swifting on us when we try to tighten it down. what can we do.
please help, thanks

I'm assuming that the toilet flange is bolted to the top of the floor as it is supposed to be.
To hold your bolts for the toilet base in place at 3 and 9 o'clock in those slots, add nuts to the bolts on the flange, and then another washer and nut on the toilet base.
Get a new set of toilet bolts, if necessary, and use the nuts from the old bolts.
You also can use wax from the old ring to hold these bolts in place until you can get them through the base.
