Window shutter length

When installing shutters, should they be the length of the windows or the window trim?

They should be the length of the windows, inside the trim and placed accordingly. For shutters to look accurate (or actually function) they must be sized and located such that they can be closed and seal the window. Most shutters these days are screwed on items that would never function if mounted on hinges.
Old House Journal recently ran an article on shutters. I cannot find anything on the web site but I think the issue is still on the stands.

Are you wanting the shutters for looks or for function?

I have shutters for decorative purposes on my home.....love the way they look.

My shutters are not the exact length of every window...some are inches off and therefor they are centered (ex. if shutters are 4 inches smaller then the shutter is 2 inches down from the top of window and 2 inches up from bottom)and they look great.

The shutters I see here in Minnesota all like this way.

Now if you are wanting function well that I cannot help with....sorry.
