What are the general steps in installing a 20X30 inch window in a garage wall where none exists?

Frame in an opening that is 1/2" wider and 1/2" taller that the window. Rest the window on the sill of that opening, and center it between the sides. If you aren't sure how to frome it properly, any basic carpentry book will show you that. When you install the window, use a good silicon caulking on the nail fin to seal it to the framing. 2 nails on each side and on centered on the top and the bottom are plenty.
