Painted shut windows on both sides

We just moved into a house and I was trying to open up a few windows in the living room. The windows were painted shut on both sides prior to the new storm windows installed (a few years ago). I have cut away all the paint from the interior, but still cannot get the window to open. I then tried working from the outside and started to remove some of the tracks from the storm window but don't see how I'm going to get everything apart to remove the storm window.

Do they sell tools to open storm windows from the outside. The stooms have standard horizontal latches on the bottom of each side.

Why not just retrofit the old, inefficient wooden windows with vinyl thermo pane windows? Not only will it cut your utility bills 40 to 50%, but it will also eliminate the need for the storm windows and painting the window frames.
