Could someone at least tell me whether
when replacing windows in a home, what is the
best method? (not in choosing the windows, but the methods used (i.e. 1) breaking the stucco to maintain a seal or 2) just retrofitting. Thanking all in advance.

If you break the stucco to remove the frames, you will run into problems trying to get a water tight seal when you repair it. If you retrofit the windows, the old frames will remain in place and the only thing you have to seal is the new window to the old frame. Done properly, and with 100% silicon caulking, the chances of a leak are virtually non-existent. Doesn't seem to be much of a choice here -- retrofit them!
