The seal of the IG unit broke. Happens. Only way to repalr it is to replace the glass unit. Is this the stationary pane, or the sash?
If it's the sash, you can take it to a glass shop and let them measure it. (Then take the sash home and reinstall it.) They will have to order a new IG unit, which will probably take a week or 2 to get. Once you have it, you can replace the IG unit.
If it's the stationary side, you can either try removing the IG unit and take it to the shop to get measured and ordered, or you can have the shop come out and do the measuring. (The latter would probably result in a service charge.)

The sash is the movable part of the window. In a horizontal slider, it can simply be lifted out. The stationary pane is just that -- stationary.
Yes, if you can see a joint in the vinyl around the pane, then that is the retainer. Should be able to remove that. Using a 1-1/2" putty knife to pop one end loose, then working towards the other end generally works best. To get the glass unit itself out may be a bit more difficult. They are adhered or sealed to the vinyl frame. Some mfgrs use a sealant, some use double stick tape. Either way, you will need to break the sealant or adhesive.
You will need to measure the IG unit in all 3 direction -- width, height, and overall THICKNESS. Put the old unit back in and wait for the new one to arrive.

Make it a summertime project. Not serious enough to warrant opening up a hole in the wall when it's 20 (F) below (or above even!) outside!! It's just one of those things that looks worse than it really is.
