Broken seal on storm windows

Broken seal on storm windows
I just moved into a house and the inspector, before closing, said that all of the seals on the double pane storm windows were not good and needed to be repaired (if that makes sense, I am a novice in this area). As part of my negotiating a new roof, I gave up forcing the sellers to repair the seals (if I understand it right, the vacuum seal is broken causing condensation between the two panes of glass). I realize now that was a mistake because it is so unsightly. Is there any way to do this myself or do I need to hire someone? Also, does it mean I have to actually replace the windows or can they be repaired? Is this an expensive procedure? Thanks in advance.

I'm gonna assume these are NOT 'storm windows', but the main window that has double pane glass.
Generally, they are replaceable. Cost of a unit will run in the $20-$30 range for something in the 20" high by 30" wide size.
If you have a double hung window ( upper and lower sash move up and down ), you have two to replace.
That's glass only.
The actuall replacement can be easy or not.....sorta depends on the window.
Describe your windows in a much detail as possible for more on that.
