10 year house, base of window rot

I would like to know how to fix about six windows where at the base the wood has rotted and is soft, the house is only about ten years old. and has been totally repainted once about three years ago. I dont know weather to remove all the trim/sill and start over or just repair the damaged areas. I am not a carpenter. thank you.

Cool

If just the sills are rotted, you can cut them out with a reciprocating saw.
I would use pressure-treated lumber and cut them to exactly match the old sills. Work them into place, nail them and caulk them in good with paintable caulk.
