Dual paned vs Storm windows
Interms of adding value to your home and cosmetically speaking, dual paned windows are a great choice. However, aren't storm windows just as effective at conserving energy and at a fraction of the price of installing new dual paned windows?
What kind of a price range will installing storm windows cost?

I really doubt that storm windows are as energy efficient as double glazed windows. Storm windows are usually removed during the warm months so you lose the insulating capability that keeps the heat out of the house.
I do a lot of window replacements here (CA) and another benefit of double glazed is the low-e feature which cuts ultraviolet way down.

Windows that have the blinds between the glass are Pella, Eagle and Kawneer - Alcoa (commercial). Pella has had this for many years then Eagle stepped up to include this in their units. Bothe excellent windows.
Only drawback here is that you can't have in-between grids and blinds together. They do provide grids to be place over the glass if desired and can easily be removed for cleaning.
