why are plantation shutters considered a home improvement projects?

Hi,

I just got my windows installed and am considering putting in plantation shutters. Two of the shutter representatives stated that plantation shutters are considered as a home improvement project but not blinds. Does any one know why? Also, I've heard that they block a lot of light and make the rooms look a little darker. Is this true?

Why do you care what it's called? Are they telling you you'll need a permit to install them but not to install blinds?
