Question plywood walls

In my house in SoCal, I have exterior walls that are plywood and some are not, can I open a window in these plywood walls or will this compromise the earthquake structure of the house?

One probably can't say without knowing completley the structure of your house and whether or not supplemental wall bracing and earthquake stabilizing measures exist.

Sounds like your only real recourse is to contact your local building code enforcement office and/or hire a structural engineer to assess your home's current structure.
