Replacing window with a smaller one

I plan on replacing an existing window on my house with a smaller one, both width-wise & height-wise. I want to keep the top part level with the rest of the windows. Can I just build up the existing sill with 2x4's? The window is on a load-bearing wall so it has a good sized header. Do I have to replace the header with a new one? Can I use a 2x4 between the header & the sill to adjust for the new width, or do I have to put in a new jack stud? I would like to do things this way so I don't have to remove any drywall on the inside.
