How to install window

We have a concrete block wall. If the exterior is primed and painted then could someone tell me if the buck board should be flush with the exterior ?
If so then how do I protect it or cover it up ?
What are my options ? Please give name or type of product or some kind of description so I can look it up on google search. I have no prior experience so any help would be great. I'm not going to install the windows myself I just want to investigate different product solutions and purchase them for installation.
Thanks

Pressure treatedlumber used to buck out the opening, make it flush with the exterior side so you have a place to attach nailing fin/outside stop/brickmould, etc...with whatever option you choose for window and/or installation.

Weather you use nailing fins/new construct type window or make your own outside stop your going to have some sort of lumber that covers the window fin and once you install that it should be sitting against the block wall, paint or cap then silicone the joint between the wood and block.

Thanks IHI.
That helps a lot. I'm starting to think that my best option now is to sit with a window installer and go over all my options. I wanted to be more educated on how they're installed first. I had a chance to stop by Lowe's after work today and was learning about the sill, brick molding ,ect... Its nice to know these things first.
Thanks again.
